地方高校公共管理硕士教育发展新思路——基于供给侧改革视角

MPA Education Development in Local Universities from the Perspective of Supply-side Reform

中国公共管理硕士教育发展已经由数量扩张阶段进入质量提升阶段,地方高校MPA教育发展面临着院校之间竞争日益激烈、招生规模和指标逐步萎缩、越来越注重培养质量和国际化的新形势。地方高校MPA教育发展中暴露出来的主要问题是:课程设计和教学方式的选择不够新颖、精品课程和特色课程建设进程缓慢、教师课堂教学水平和能力有待提高、MPA论文写作和指导过程中存在薄弱环节等问题。为此,必须立足于供给侧改革的视角,从优化MPA培养方案与课程体系、启动MPA精品课程建设工程、严格规范MPA论文写作与指导制度、采用"内联外通"的合作方式推动MPA教育国际化战略等方面引入改革的新思路,以期开创地方高校MPA教育发展的新局面。

The development of China MPA education has been shifted from quantity expansion into quality improvement that incrasingly witnesses the fierce competition in recruitment of local universities to meet the requirements of quality elevation on a limited scale.This paper clarifies the main problems exposed in MPA education development in local universities such as the curriculum design,instructionl methods,feature course establishment,thesis design and completion,etc.,thus providing the new ideas for MPA educational development from the perspective of supply-side reforms which targets the solutions to the problem in an effort to see a promising prospect for the MPA education in local universities.
