立法协商是将协商民主精神贯彻于立法程序之中的活动,是促进立法民主化、科学化的有效机制。国外学者对立法协商的研究经历了三个阶段:孕育形成期、发展成熟期和实践期。国内关于协商民主和立法协商的研究集中在理论基础、学理争论、实践困境等方面。
