Public Security Governance of Port-Type Community:Problems,Challenges and Countermeasures

港口型社区是临港而居的人们基于各种关系结成的共同体,是因港而相互关联的群体在空间上的聚集。港口型社区具有区域位置和功能方面的特殊性,呈现出流动性、开放性、功能性、服务性、便利性和脆弱性等特点。受安全生产和基层公共安全严峻等因素影响,港口型社区在社会安全、生产安全、自然灾害应对和公共卫生安全等方面存在诸多问题和挑战。为此,需要从正视居民诉求,促进公众参与;加强风险排查,构建长效机制;重视疫情防控,构筑坚实防线;重视自然灾害预警,打造应灾合力等方面加以应对。

A port-type community is oner based on various relationships that are gathered in space by interconnected groups.Porttype communities have particularity in regional and functional aspects,showing the characteristics of mobility,openness,functionality,service,convenience and vulnerability.There are many problems and challenges of port-type community due to safety and grassroots public safety and other factors,such as social security,production safety,natural disaster response and public health security.Therefore,we need to face up to the aspirations of residents,to promote public participation,strengthen risk investigation,build longterm mechanism,pay attention to epidemic prevention and control,build solid defense,pay attention to the warnings of natural disasters,and create cooperative disaster response.
