舆论由事实传播生成,事实被传播的过程中,因为各种主客观因素可以导致和生成不同的传播效果。引导舆论的关键同样靠事实传播,但引导舆论的关键是要预设传播效果,因为传播不当可能适得其反,其中一个重要的因素就是公众对传播事实真实性的怀疑。因此如何在传播的过程中让公众相信事实的真实性从而达到传播的预设效果、引导公众意见的形成,就要借助方法的运用了。

Public opinion is generated by the fact.Various subjective and objective factors can cause and produce different communication effects in the transmission process.The key to guide public opinion is to predict communication effect because improper transmission might backfire.One of the important factors is that the public suspect the truth of transmission fact.Therefore,we should adopt suitable methods to make the public believe the truth and guide the formation of public opinion.
