中国与周边中亚国家反恐合作发展的路径

Developmental Path of Anti-Terrorism Cooperation between China and Central Asian Countries

中东地区的恐怖主义、极端主义在当前有愈演愈烈的趋势,其外溢趋势对中亚地区影响冲击很大,也直接对中国的国家安全局势构成巨大的威胁和压力。加强中国与周边中亚各国反恐合作是解决问题的不二法门。需要专门建设一系列有组织、有战略、有战术的科学化、制度化、机制化大数据网络,并且建立符合各个国家的国情条件和程序规范、相互尊重和共同遵守的协定、原则和规则,同时对反恐安全合作机制的科学构建扎实的调查研究,以期找到一条最佳合作机制方案,最终实现联动中亚地区的稳定安全与策略共赢。

Religious extremism and violent terrorism has been on the rise in M iddle-East Islamic countries over the past few years.In fact,the spillover of terrorism not only affects central Asia,but also poses a tremendous threat to China's national security.To fight against terrorism as a transnational phenomenon,China should actively pursue counter-terrorism collaborations with central Asian countries.Specialized big data network that is organized,strategic,tactic,scientific and systematics should be set up.A procedural protocol that goes in line with the national conditions of each countryshould be established.The principles of mutual respect and agreements that are binding to each party should be followed.A Thorough study of the construction of anti-terrorism mechanism should be conducted to find the best cooperation mechanism and ultimately realize win-win of security and strategy in central Asia.
