城市弱势群体社会支持与基层社区“绿色通道”建设研究——基于上海市阿大葱油饼的案例研究

在法治型政府建设中,城市弱势群体的生存发展诉求与基层社区治理体制存在固有矛盾:如何权衡城市社区规划建设与弱势群体的生存发展?如何有效帮助弱势群体表达利益诉求?如何培养城市弱势群体法治意识?在保证利益相关者权益的同时如何确保城市的文化传统不受破坏。通过上海市阿大葱油饼案例研究发现:城市弱势群体法治观念较弱,没有畅通的利益诉求机制,僵化繁琐的行政管理机制一定程度上束缚其发展。鉴于此,基于社会冲突论、社会选择论、非零和博弈论以及网络治理理论等理论,提出包容性的政策建议,旨在确保城市弱势群体生存空间。

In the construction of law government,there is a inherent contradiction between the survival of urban vulnerable groups and the development of grassroots community governance system:how to weigh the urban community’s cons truction and the survival and development of vulnerable groups?how to help vulnerable groups express their interest demands effectively?how to cultivate the rule of law consciousness of urban vulnerable groups?how to ensure the cultural traditions of the city are not destroyed while ensuring the interests of stakeholders?In this paper,through the case study of A Da onion oil cake,it is found that the consciousness of rule of law of the urban vulnerable groups is weak,there is no smooth mechanism of interest demands,and the rigid and cumbersome administrative mechanism is bound to their development to a certain extent.In view of this,based on the social conflict theory,social choice theory,nonzero and game theory and network governance theory,this paper puts forward some inclusive policy recommendations to ensure that the urban vulnerable groups’living space.
