Comparison and Suggestion on the Current Situation of Sketch Research in China and Abroad

概略研究作为可行性评价的第一步十分重要。基于国内外概略研究的定义、目的、基础,报告的编制主体,报告的客观性、深度和广度,结果的评价方式等方面的对比分析,提出对策建议:重新定义矿产资源概略研究;制定和发布概略研究规范标准,指导我国矿产资源概略研究;制定和发布矿产资源定价指导性意见;建立完善的信息披露制度和资格审查制度;加强不同单位、不同专业间的协作;固体矿产资源/储量分类标准进一步与国际接轨;矿产资源法应体现矿产资源技术经济评价。

It is very important to conduct sketch research as the first step of feasibility evaluation.Based on the comparative analysis of the definition,purpose,foundation of report preparation,objectivity,depth and breadth of reports,and evaluation methods of results,this paper puts forward countermeasures and suggestions as follows:Firstly,we should redefine the outline of mineral resources,formulate and release the research normative standards to guide the sketch study of mineral resources in China.Secondly,we should formulate and issue guidance opinions on the pricing of mineral resources,to establish a sound information disclosure system and qualification examination system,to strengthen the coordination among different units and different specialties.Thirdly,we should act on international standards furtherly on categorizing solid mineral resources and reserves;fourthly,the mineral resources law should reflect the technical and economic evaluation of mineral resources.
