摘要
2016年国务院办公厅印发《关于促进通用航空业发展的指导意见》,对进一步促进通用航空业发展作出部署。各地航空机场的建设加大了对当地建设用地的需求,同时也给耕地保护和节约集约用地带来一定的压力和挑战。文章通过对北京新机场与武当山机场项目用地情况进行分析,反映国内民用机场在项目设计环节存在的用地结构不合理、不节约,多占用耕地和基本农田,征地时间长,审批慢等问题。建议民用机场项目本着切实保护耕地和基本农田、节约集约用地的原则科学选址,合理布局,严格遵守项目建设用地标准,合理设置各功能区等。建议各级国土管理部门对机场项目用地进行严格审查,从而进一步规范、引导项目合理用地。
In2016,the General Office of the State Council issued the Guidance on Promoting the Development of General Aviation Industry,which deploys to further promote the development of general aviation industry.The construction of airports around the city has increased the demand for local construction land,but also bring some pressure and challenge to cultivated land protection and land intensive use.Through the analysis of the land use situation of Beijing New Airport and Wudang Mountain Airport,we found the following problems in the project design link of domestic civil airports:unreasonable and extensive land use structure,occupation of cultivated land and basic farmland,long period of land acquisition and slow approval.It is suggested that the civil airport project should locate scientifically,arrange the layout reasonably,strictly abide by the project construction land standards and set the functional areas rationally.The land administration departments at all levels should examine and approve of the land use of the airport projects rigorously,so as to further standardize and guide the rational land use.
