行业型职教集团协同育人困境与长效机制建议 被引量:3

摘要 行业型职教集团其所有成员均来自同一行业,理应更加具有协同育人的优势。然而,通过调研发现,仍有不少行业型职教集团"集而不团",协同育人成效不理想。其主要困境包括成员间理事会型松散关系、院校间同质化发展、企业零成本获得人才、国家对企业在职业教育中的职责界定不明、政府疏于集团运行的推进与评估等等。要增强行业型职教集团协同育人成效,国家需完善相关的法律法规和制度,明晰各类主体的职业教育责任和义务;政府加强对职教集团运行的推进、支持与评估,成立由行业主管部门参与的职业教育改革发展领导小组;院校间实行专业的差异化发展并且积极吸引行业骨干龙头企业的参与,以及加强集团成员间的日常协作活动。 Because all members of industrial vocational education group(Hereinafter referred to as IVEM)are from the same indus?try,it should have great advantage in collaborative education.However,through investigation,it is found that there are still a lot of IVEMs showing agglomeration and the collaborative education effect is not ideal.The main dilemma include:the board type of loose institute relationship,homogenization development of institutions,zero cost of enterprises to obtain talents,unclearly defined enter?prise’s duty in vocational education,and the government’s failing to propulsion and evaluation of the group’s running.To strength?en the IVEM’s effectiveness of collaborative education,the mechanism can be taken as following:the state perfects the relevant laws and regulations,clearly defines the education responsibility and obligation of each main body;the government strengthens the promo?tion,support and evaluation of the IVEM’s operation;establish the leader group of vocational education reform joined by industry competent department;colleges have differentiation development of specialties and attract leading enterprise to participate,and strengthen daily cooperative activities between group members.
