With the rapid development of China's economy and society,the development of colleges and universities are facing opportunities and challenges.The hitherto unknown development planning of higher education,is the only way which must be passed under the new situation of higher education in China to achieve leapfrog development.This paper formulates plans for the development of higher education,the formulation of the final implementation of effective scientific management to seek their own sustainable development for colleges and universities to pave the way.
