社区治理现代化与法治化政策建议

Suggestions of Community Governance Modernization and Legalization Policy

法治化是社区治理现代化的关键,其实质就是用法治精神来支配社区治理理念、治理模式与治理方法。在推进社区治理现代化与法治化的进程中存在立法、体制、人才等方面的影响因素,本文提出建立统一完善的城市社区治理法律法规体系,以法治思维和法治方式实现善治,形成多元主体合作共治的社区治理模式,挖掘社区文化内核与强化情感治理的作用,打造大数据等新媒体平台、创新社区治理方式等政策建议。

The modernization and Legalization of community governance level belong to the category of modernization of national governance ability.Legalization is the key to the modernization of community governance,its essence is to use the spirit of the rule of law to dominate the community governance concept,governance model and governance pattern.In the process of promoting the modernization and legalization of community governance,there are factors influencing legislation,system,personnel and so on,this paper puts forward path suggestions on the establishment of unified and perfect urban community governance laws and regulations system,the rule of law thinking and the rule of law to achieve good governance,the formation of multiagent co-governance of the community governance model,mining community culture core and strengthen the role of emotional governance,to create large data and other new media platform,Innovative community governance.
