Global Central Warehouse: a New Cross-border Logistics model——Investigation of Shenzhen Qianhai

本文系统阐述了"全球中心仓"模式以非保账册等创新手段,拆除六大账册之间的"围墙",实现了不同贸易形态、不同贸易类型之间的账册互转互通;设计了内外贸货物同仓配置、多种进口方式模式转换、全球灵活购买与售卖等全球中心仓主要应用场景与模式,深入剖析了全球中心仓应用推广的不足之处,提出了促进通关业务便利化智慧化、加强政府专项政策扶持引导、加强政策的解读与模式的引导、培养全球中心仓示范企业与案例、评估和优化全球中心仓模式等一系列政策建议。

This paper systematically describes that the"Global Hub Warehouse"mode dismantles the fences between customs books,implements the transformation of customs books between different forms of trade and between different types of trade,and designs these main application scenarios and models including the disposition between the domestic trade goods and the foreign trade goods within the same warehouse,the transformation among a variety of import mode,the flexibility of global buying and selling.This paper analyses the deficiency of the promotion of the Global Hub Warehouse,put forward to a series of suggestions including to promote the facilitation and intelligence of customs clearance,to strengthen the special government policies and support,to strengthen the understanding of these policies and the guide of the"Global Hub Warehouse",to cultivate the model enterprise and typical case of"Global Hub Warehouse",and to evaluate and optimize the"Global Hub Warehouse"model.
