随着时代的发展,全民阅读立法愈发受到重视。但进行立法必须事先予以科学规划。从内在立法体系和外在立法结构对全民阅读立法体例进行探讨,并指出最大化提供公共文化服务,有针对性重点扶持,提倡性规范为主、强制性和任意性规范为辅三方面有关全民阅读立法的基本原则。

With the development of society,increasingly importance has been attached to set up the national readinglegislation.From the inner legislative system and the external legislative structure,we analyze the national reading legislativeframework.And we design the basic principle for the national reading legislation at the following three aspects:maximizationof supply public culture service,implement special and major supporting,the advocate rules as the main legislation,themandatory and free rules as the auxiliary legislation.
