文化建设与城市社区治理——武汉百步亭社区的实践研究

Cultural Construction and Urban Community Governance——a Study of Baibuting Community's Practice

在对武汉百步亭社区进行调查的基础上,总结了百步亭社区从文化基础设施、文化活动入手展开的文化建设,并深入分析了百步亭社区文化建设取得的文化治理成效以及百步亭社区文化建设的提升空间。社区文化可以为社区治理提供长效动力,加强社区文化建设可以充分激发文化的治理功能,促进社区治理实现自治、德治、善治的有机统一。因此,文化建设应该成为新形势下我国城市社区治理的路径选择。

Based on a survey,the paper has summarized what is done in Wuhan's Baibuting Community in its cultural construction from the basic cultural facilities and the organization of cultural activities.The paper has also analyzed the effectiveness of the cultural construction in the community's governance as well as how it can be further improved.Community culture can provide a long-term driving force for community governance;strengthening the community cultural construction can stimulate the governance function of the culture and promote an integrated community governance,namely,self,virtuous,and appropriate governing.The paper,therefore,concludes that cultural construction is a choice for urban community governance in China in the new situation.
