公安改革评价的前提与关键是要构建一套科学合理的评价指标体系。在坚持公安改革价值导向的前提下,以公安改革任务框架为依据,以过程评价与成效评价相结合、内部评价与外部评价相结合为构建逻辑,设计、确定指标体系构建流程与指标设置原则,可以建立起较为科学合理的公安改革评价指标体系,从而为公安改革评价提供可靠依据。

The premise and key of public security reform evaluation is to construct a scientific and reasonable evaluation index system.The paper holds that a scientific evaluation index system should be constructed as follows:adhering to he reform of public security under the premise of value orientation;based on the public security reform task frame;with combination of process evaluation and result evaluation,internal evaluation and external evaluation;setting construction process and principles.Thus,such a system can provide reliable basis for reform of the public security evaluation.
