公安机关大部门大警种制改革思考

Thinking on the Giant Department System Reform of the Public Security Organs

大部门大警种制改革是全面深化公安改革的重要内容。目前部分基层公安机关正在开展改革试点,在积累了不少成功经验的同时也面临着诸如与上级机关的机构对接、内部扁平化管理的推进、民警职业发展空间的拓展等突出问题。深化大部门大警种制改革,应根据我国行政管理体制改革要求,把握公安工作的规律特点,依法界定和科学划分公安机关职能,遵循警务运行规律设置组织架构,按照层级职权性质设置内部机构,通过流程再造创新现代警务运行机制,落实配套措施强化制度保障。

Public security organs take the giant department system reform as an important measure of structural reform.While making significant progress,there exist such problems as how to dock with the superior authorities,how to promote internal flat management,how to expand the career development space of police officers'.The reform should not only grasp the connotation of giant department system,but also accord with the requirements of the administrative management system reform in our country,try to master the law of the public security work.It is necessary to define the overall functions of public security organs in accordance with the law,set up organizational structure in the light of the operational law of administrative organs as well as hierarchical functions and powers,promote the flattening reform of organization structure with the help of information means,innovate policing operational mechanism through process reengineering,and put supporting measures into practice to strengthen institutional guarantee.
