以沈阳工程学院党委构建的基层党组织的"人-岗-制度"三位一体从严治党格局为例,阐述了新形势下高校基层党组织贯彻全面从严治党的重要意义,并分析了沈阳工程学院党委以健全制度落实机制、科学规划基层党组织设置、提高干部队伍建设水平三个方面为路径,探索构建"人-岗-制度"互相协调、有机融合的三位一体工作格局。

This paper illustrated by the example of the pattern of the comprehensively strengthen party discipline of the“Person Post System”trinity of Shenyang Institute of Engineering.The aim is to explained the significance of implementing the comprehensively strengthen party discipline for the universities under the new situations,and analyzed the characteristics and practical routes of the pattern of the comprehensively strengthen party discipline of the“Person Post System”trinity.This system will have an important impacts on strengthening the leadership of the Party committee to the construction of grass roots party organizations,and promoting the development of the universities.
