作为一项环境管制措施,排污许可制度在污染物控制和环境管理方面起着重要作用。然而,我国排污许可制度起步较晚,存在着配套立法不完善、与相关环境管制制度衔接不充分、公众参与度低等问题。本文将对排污许可制度的立法现状和实施现状予以分析,从中找出现行排污许可制度存在的问题及原因,并提出相关完善建议。

As an environmental control measures,pollution discharge permit system plays an important role in terms of pollution prevention and environmental management.In china,because of the system starting relatively late,there are many problems,such as supporting legislation is not perfect,contacting the relevant environmental control system is not close,and low degree of public participation.This article will analyze the legislation actuality and implementation actuality of the system firstly,and then find out the problems and reasons,finally,put forward some proposals to promote the development of the system.
