新常态下江苏推进供给侧结构性改革研究

Research on the Supply Side Structural Reforms towards Adapting to New Normal Status in Jiangsu Province

为主动适应经济新常态,"十三五"期间江苏积极推进供给侧结构性改革,在去产能、去库存、去杠杆、降成本、补短板等方面均取得了初步成效。但是,经济运行中仍存在工业生产回升基础不稳固、民营经济发展面临"短板"、新兴产业金融供给不足、区域发展不平衡等风险和隐忧。因此,江苏要立足省情,强化供给侧制度创新,优化供给侧要素结构,重塑工业增长新动力;发展金融科技和互联网金融,助力实体经济去杠杆降成本补短板;因地制宜推进供给侧结构性改革和生产要素自由流动,促进区域协调发展。

In order to adapt to the new normal status,during the period of"13th Five-Year Plan",Jiangsu actively promotes the supply side structural reforms,which has achieved initial results in the respect of decreasing overcapacity and inventory,reducing leverage and cost,supplying short board,etc.However,the economic operation still has risks and worries about the unstable industrial production recovery,difficulties in private economic development and the emerging industry financing which results in unbalanced regional development.Therefore,Jiangsu should deepen the supply side of the system innovation,optimize the supply side of factor structure,reshape the new impetus to industrial growth,develop fintech and internet finance in order to reduce the cost and leverage and to improve shortcomings for real economy on the basis of provincial situations.At the same time,the free flow of factors and regional coordinated development can also contribute to the supply side structural reforms in this province.
