生态效率视角下的循环经济发展模式判别——基于甘肃省2000—2013年数据的研究

Discrimination of Circular Economy Development Pattern from The Perspective of Eco-efficiency:Based on The Data of Gansu Province Between 2000 and 2012

目前可持续发展研究与决策的核心内容是循环经济发展模式的研究,而循环经济的合适测度是生态效率。用生态效率度量模型和循环经济发展模式判别模型,分析了2000—2013年甘肃循环经济发展模式的变化轨迹。结论是:(1)能源消耗与经济发展同步增长;(2)各种资源效率和环境效率均得到提升,按效率增加快慢依次为:固体废弃物排放效率、建设用地效率、水资源效率、SO2排放效率、COD排放效率、能源效率,总的来说,资源效率低于环境效率;(3)2001—2013年甘肃循环经济发展路径大致可以分成两个阶段,第一阶段是2001—2007年,走的是传统线性经济模式→末端治理模式→循环经济模式的路径,即先无害化,再减量化,最后资源化。第二阶段是2008—2013年,总的来说,从传统线性经济模式直接进入循环经济模式,无害化、减量化的协调与循环被强化,再生资源化水平显著提升。最后探讨了研究方法的创新性,对区域循环经济发展中关注的问题给出建议。

The research of circular economy development pattern was the core issue of prevailing sustainable development research and government decision making,and Eco efficiency was a suitable measure of circular economy.Based on the eco efficiency measurement model and the discrimination Model of Circular Economy Development pattern,the change trajectory of Gansu’s circular economy development pattern from2000to2013was obtained.The results showed that:(1)The change of energy consumption was synchronized to the economic development.(2)generally speaking,all eco efficiencies of resources and environment increased while the environmental eco efficiency was higher than that of all other resources,The eco efficiencies could be ordered as:solid waste discharge,construction site,water consumption,SO2emission,COD discharge,energy consumption.(3)From2001to2013,the development path of circular economy in Gansu could be divided into two stages.The first stage was from2001to2007,the development model was from traditional linear economy to end of pipe control to circular economy,put another way,the develop ment pattern experienced from harm elimination to emissions reduction to resource allocation opti mization,which reflected the development situations of Gansu Province and China.The secondstage was2008-2013,in general,the development mode was from the traditional linear economy to circ ular economy directly.In other words,the coordination and circulation of Harmless and reduction were strengthened,the level of resource regenerative utilization was significantly improved.At the end,the innovation of the research method was carefully discussed,and the suggestions on the de velopment of regional circular economy were put forward.
