The Path Innovation of Government and Social Organization in the Governance of Public Crisis——Based on the theory of network governance

风险社会背景下,合作共治既是大势所趋也是公共危机有效应对的必然选择。然而在"一案三制"的公共危机应急模式下,政府与社会组织的合作尚未形成制度性的规范,以致合作治理的目标与实际过程严重脱节。网络治理理论的引入,将潜在的外部资源与社会网络纳入公共危机治理研究范畴,试从优化合作网络结构、完善合作运作体系两方面提升合作治理绩效,实现公共危机的有效治理。

Under the background of risk society,cooperative governance is both a general trend and an inevitable choice for effective response to public crises.However,the public emergency mode in a case three systems,the government and the social organization of cooperation has not yet formed a system of norms,so that the cooperative governance serious gap between the target and the actual process.The introduction of the theory of network governance,external resources and social network potential included in the scope of public crisis management research,tries to optimize the cooperation network structure,improve the two aspects of cooperative operation system to enhance the cooperation governance performance,realize the effective governance of public crisis.
