我国残疾人事业五年规划中教育政策的话语演变——基于N-vivo的文本分析 被引量:5

摘要 对残疾人教育公平而言,其最有力的保障是法律政策中的制度性措施。"残疾人事业五年计划(规划)"作为残疾人事业发展的主要政策,截止到目前,从"八五"到"十三五"共出台了六份五年计划。文章运用N-vivo对上述六份政策文本中教育部分的规定进行分析发现:残疾人的教育目标从数量要求、体系的建立到之后质量和权利的强调;校内正式教育一直深受重视,残疾人教育外延的重要性削弱;通用措施涉及的范围增多,要求不断提高。其背后的残疾人教育的政策话语从个人能力走向社会融合,从形式公平过渡到实质公平。 Educational equity has always been the pursuit in the education for the disabled,the most powerful guarantee for which is the legal policy on it.The government of China has published five-year plan on the development of the education for the disabled since1990.Thus,there exists6five-year plan on it.Software N-vivo8.0is used to do the education policy text analysis,it's found that the target of the education for the disabled focus on the quantity at first and turn to the quality and right;formal school education has always been the key point,while the informal education wear off with the time to go on;the measures required to improve the education for the disabled is increasing.The policy discourse of the education for disabled persons turns from focusing on the individual ability to the social integration,from the form of equity to the substantive justice.
