民族地区创建国家公共文化服务体系示范区研究——以云南省楚雄彝族自治州为例

On Construction of Demonstration Zones of National Public Cultural Service System in Areas Inhabited by Minority Ethnic Groups——A Case Study of Chuxiong Yi Autonomous Prefecture

民族地区创建国家公共文化服务体系示范区,是贯彻落实十八届三中全会《决定》的重要举措,是坚定文化自信、强化文化担当的重要途径。楚雄彝族自治州经过两年多的实践,探索出了一条具有民族特色的公共文化服务发展道路,被正式授予国家公共文化服务体系示范区的称号。对比楚雄彝族自治州创建示范区前后的变化,并总结其成功经验,对保障人民基本文化权益,逐步实现城乡公共文化服务均等化,为其他地区提供借鉴,都具有现实意义。

To construct demonstration zones of national public cultural service system in areas inhabited by minority ethnic groups is an important step to implement decisions prescribed at the Third Plenary Session of the18th CPC Central Committee and an important measure to foster confidence in and commitment to our own culture.After two years’practice,the Chuxiong Yi Autonomous Prefecture has found a way to develop public cultural service with local national characteristics.Because of this achievement,the Prefecture has been named a national demonstration zone by the central government.A comparison of the Prefecture in this respect before and after construction of the demonstration zone and a summary of the experience gained thereby can be of practical value to other areas in achieving urban-rural equality in terms of public cultural service provision.
