国家级新区绿色增长能力提升路径研究

Study on Improving Paths of Green Growth Capacity for State-level New Areas

随着资源短缺与环境污染问题的日趋严重,绿色增长已成为了中国经济实现可持续发展的战略选择。国家级新区是我国战略的重要保障基地,其绿色增长能力的培育是实现国家绿色发展的重要途径之一。文章通过对绿色增长相关文献的分析,在对绿色增长能力内涵进行界定的基础上,结合国家级新区的典型特征,从政府、市场与企业三个层面识别了影响绿色增长能力的重要要素,并基于此提出了国家级新区绿色增长能力提升路径,即以政府与市场为双重驱动,以企业为核心,通过激活企业的绿色转型意识,推动企业绿色增长的培育行为,进而促进国家级新区整体绿色增长水平的提升。

With resource shortages and environmental pollution becoming increasingly serious,green growth has been a strategic choice to achieve sustainable development in China.State-level new area is the important support base for our country's strategies,whose green growth capacity cultivation clearly shows a key way to enhance the level of national green growth.Based on literature review about green growth,this paper defines the connotation of green growth capacity,and identifies the important factors influencing green growth capacity from three aspects according to the typical characteristics of national-level new areas,namely,government,market and enterprise.Furthermore,this paper proposes the improving paths of green growth capacity for stats-level new areas,namely,taking government and market as the dual drive,enterprise as the core.Through activating enterprises'green transformation awareness,their behaviors of green growth are promoted and cultivated,and the overall level of green growth for state-level new areas is enhanced.
