政府与社会资本合作(PPP)实施方案是PPP模式的顶层设计,是指导PPP项目规范、有序运作的工作指南及纲领性文件。本文从项目概况、服务内容、必要性和可行性、目标和意义、风险分配、运作方式、投融资结构、回报机制、合同结构、监管架构、采购方式等方面对山西科技创新城地下综合管廊(一期)PPP项目实施方案进行了论述,以期为此类PPP项目的研究和实施提供参考。

The implementation scheme is the top-level design of public-private partnership(PPP),which is a standard to guid-ing PPP project,a work guideline and programmatic document of orderly operation.This article discussed the implementation scheme of imdergronnd pipe gallery(Phase I)PPP project in Shanxi Science and Technology Innovation City from the project general situation,service content,necessity and feasibility,goal and significance,risk allocation,operation mode,investment and financing structure,reward system,contract structure,regulatory framework and procurement mode,so as to provide refer-ence for the study and implementation of this kind of PPP project.
