社会转型期我国新兴舆情风险及对策研究

Study of Emerging Risks of the Network Public Opinion and Countermeasures of the Supervision under the Context of the Social Transformation

[目的 /意义]分析在社会转型期间我国网络舆情空间呈现的传播新趋势,指出当下可能危及社会安全的重大舆情风险。并针对我国网络舆情空间治理难点,提出一组提高我国舆情治理能力的建议。[方法 /过程]文章从网络舆情安全角度入手,深入研究一组重大舆情案件,分析其舆情发展、变化和传播特点,提炼重大舆情事件的演化流程和传播规律。进而总结我国网络空间面临的舆情风险,提出提高舆情治理能力、保障执政安全的相关建议。[结果 /结论]社会转型期间我国经济社会利益格局快速调整,社会矛盾不断积累和凸显,重大舆情案件高发。同时处于媒体格局剧烈变革期,互联网环境下自媒体、直播平台、知识论坛成为重大舆论出现的新发酵源头。在此背景下提升舆情治理能力,须从治理思路、治理机制、技术方法、专项应对、媒体管理等层面进行思考,建立完善的舆情治理系统,以确保社会转型期我国执政安全和社会稳定发展。

[Purpose/significance]This paper analyzes the new trend of public opinions in the cyberspace in China during the period of the social transition,and indicates the risks of public opinions that could threaten the state security.Aiming at the difficulty of the public opinions’management,we put forward a set of policy suggestions to promote the ability of the public opinion management.[Method/process]This paper conducted thorough research on a group of significant public opinion hot events to analyze the new trend of public opinions’formulation,transformation and dissemination.Thus,this paper summarized the evolution and propagation rules of public opinions.[Result/conclusion]With the deepening reform in the economic and political systems in China,great changes have taken place in the interests structure.Social contradictions accumulate and become prominent.Major public opinion cases frequently happen.Meanwhile,in the drastic reform period of the media structure,the we-media,webcast platforms and knowledge forums become new sources of major public opinions.It is urgent to promote the management ability to assure the government ruling security and maintain the social stability.Therefore,we propose to think deeply on the government theory,the mechanism and the supervision method to establish a complete public opinion management system.
