法律作为一项产品,其生产过程离不开技术的把握和运用。立法的各个环节、各个方面和阶段都与立法技术具有紧密的联系。立法技术的科学性直接关系到法律的有效性、法律的质量、法律的科学性及可操作性,进而影响到法律实践的有效性。由于地方立法的特殊性,地方立法呈现出自身的特点和发展规律,对地方立法技术提出了独特的要求。在地方立法中,精确地把握和运用其科学的立法技术,是地方立法机关生产出合格乃至优秀的"法律产品"的关键所在。

As a product,the productive process of the law cannot do without the mastering and using of technology.There is a close relationship between each link,aspect and stage of the legislation and the legislative technology.The scientificity about the legislation,which is directly related to the validity of the law,the quality of law,the scientificity of law and the operability of law,affects the effectiveness of the legal practice.Because of its particularity,local legislation posesd the unique challenges to the local legislative techniques.During the process of local legislation,it is the key for the local legislative bodies to produce qualified and excellent“legal products”with accurately grasping and applying scientific legislative techniques.
