浅议提高事业单位思想政治工作“四化”水平

A Brief Discussion on Improving "Four Characteristics" of Ideological and Political Work in Public Institutions

随着《中共中央国务院关于分类推进事业单位改革的指导意见》的发布和事业单位改革深入进行,开展事业单位思想政治工作已成为事业单位创新发展的关键内容,其中改革的重点在不断提高事业单位思想政治工作效率上。本文试图从"科学化、法治化、人本化、信息化"四个方面,创新途径,以求推动事业单位思想政治工作提水平、增活力、求实效。一是立足系统性、多向性观念,加强政工工作的机制建设,完善运行体系,开拓沟通渠道,推动思想政治工作科学化;二是立足规范性、制约性观念,以法规制度的制约功能、保障功能规范思想政治工作,推动思想政治工作法治化;三是立足人本化、人性化观念,找准政工工作出发点,创新政工工作共融点,推动思想政治工作人本化;四是立足网络化、多媒化观念,以政工工作制度创新、载体创新、路径创新,推动思想政治工作信息化,从而以"四化"提升思想政治工作水平,推动事业单位改革与发展与时俱进,活力永续。

With the promulgation of the"Guiding Opinions of CPC Central Committee and State Council on Promoting the Classified Reform of Public Institutions"and the further reform of public institutions,carrying out the ideological and political work of public institutions has become a key element in the innovation and development of public institutions,and the focus of the reform is to continuously improve the efficiency of ideological and political work in public institutions.This paper attempts to innovate ways for the work from the four aspects of"scientificalness,legalization,people-orientation and informationization"so as to promote the improvement of the ideological and political work in public institutions.Firstly,based on the systematic and multidirectional multidirectional concept,we should strengthen the mechanism construction of political work,improve the operation system,open up channels of communication and promote the scientificalness of ideological and political work.Secondly,based on the normative and restrictive concept,we should use the regulatory and guaranteeing function of laws and regulations to promote the legal basis of ideological and political work.Thirdly,based on the concept of humanization and humanity,we must identify the starting point of political work,innovate the communal points of political work and promote the people-oriented nature of ideological and political work.Fourthly,based on the concept of network and multi-media,we should use the system innovation,carrier innovation and path innovation of political work,so as to promote the information-based nature of ideological and political work.The above measures are designed to improve the level of ideological and political work from four aspects,so as to make the reform and development of public institutions keep pace with the times.
