摘要
本文在系统梳理国内外科技创新券政策相关研究的基础上,分析了科技创新券政策的特点及运行模式,阐述了创新券政策对科技资源配置的优化与重构,并结合当前创新券政策的实践应用提出未来该项普惠性政策的发展趋势。
Based on systematically combing the related researches on domestic and foreign scientific and technological innovation voucher policy,this paper analyzed the characteristics and operation mode of the policy of scientific and technological innovation vouchers,expounded the optimization and reconstruction of science and technology resource allocation by innovation voucher policy,and combining the practical application of the current innovation voucher policy proposed future development trend of the inclusive policy.
