妇女非政府组织参与贫困地区农村妇女扶贫的调查研究——以甘肃省定西市为例

Investigations on Participation of Women NGOin Rural Women Poverty Alleviation Action in Poverty-stricken Areas——Case Study of Dingxi County of Gansu Province

妇女非政府组织参与贫困地区农村妇女扶贫的方式多样化,农村贫困妇女反馈其扶贫行动尊重性别差异,肯定女性的主体地位,扶贫受众面较广,然而扶贫行动缺乏精准性、持续性。相较于全国其他地区而言,贫困地区妇女非政府组织对政府具有很强的依附性,行政化倾向严重;参与扶贫的专业水平较低,资源动员能力有限;缺失扶贫相应的法制与社会环境,扶贫开发工作难以持续运行。因此,首先应加快政府职能转变,拓展妇女非政府组织参与农村扶贫工作的发展空间;其次应加强扶贫资金筹集,强化妇女非政府组织自身能力和内部管理建设;另外,应完善相关法律法规,创造贫困地区妇女非政府组织扶贫行动的社会环境。

The participation of women NGO in rural women poverty alleviation action in poverty stricken areas is of diversified means.According to rural poverty stricken women’s feedback,the poverty alleviation action respects gender differences,confirms women’s subject status,and covers wide groups of poverty stricken women.However,it is insufficient in precision and persistence.Compared with other areas in China,women NGO in poverty stricken areas depends heavily on the government,with serious governmental tendency;it is not specialized in poverty alleviation and limited in resource mobilization;it lacks a corresponding legal system and social environment for poverty alleviation,resulting in the difficulty in sustainable poverty alleviation.Therefore,first of all,the change of government function should be sped up to broaden the developmental space for women NGO to participate in rural poverty alleviation;second,poverty alleviation funds raising should be strengthened and the women NGO’s capacity and construction of internal management should be enhanced;In addition,relevant laws and regulations should be revised to create a favorable social environment for the poverty alleviation action of women NGO in poverty stricken areas.
