新时期下在推进国家治理体系和治理能力现代化的过程中,应该始终坚持依法治国和以德治国两者的结合。社会主义核心价值观在社会层面要求树立法治信仰,法治是实现自由、平等、公正的根本保证。社会主义核心价值观是社会发展的历史进程中形成的被社会大众所普遍认可的价值观念,是公民道德的重要体现。同时,以德治国的核心在于公民道德建设,践行社会主义核心价值观在公民道德建设中有着至关重要的作用。在党的领导下,树立法治和德治的理念,处理好两者之间的联系,是新时期治国理念的升华。
