江苏省学生伤害监测网络报告模式构建与结果分析

Exploration and Analysis on Network Based Student Injury Surveillance System Establishment in Jiangsu Province,China

目的介绍江苏省学生伤害监测网络报告系统建立的主要方法及初步结果分析,探讨基于学校的儿童伤害报告方式的模式构建。方法从2011年9月起,在省内9个监测点开展了学生伤害监测。监测内容主要为学生基本信息、伤害事件及重点伤害事件特征,以网络报告的方式按年度持续进行,对监测的结果分阶段进行评估。结果 2011—2013两学年监测结果显示:9个监测点共有455所学校进行了网络报告,占监测地区学校总数的30.5%;共报告10 817个学生发生伤害,伤害发生率为5.0%;前三位的伤害事件类型依次为跌倒/坠落伤、锐器伤和钝器伤,分别占52.6%、23.8%和10.5%。监测的学生伤害约有96.6%为意外伤害、78.8%的伤害发生在学校、占据伤害发生时活动前三位的主要是玩耍娱乐(37.7%)、体育活动(24.2%)和行走(17.9%)。83.0%的受伤学生没有缺课,其他学生平均缺课时间为1.01天。结论江苏省学生伤害监测实践了校际网络监测的可行性,工作开展还需要有力的政策、制度与经费支持,其建立过程中的经验与不足可以给其他地区提供参考与借鉴。

Objective This article aims to introduce the establishment of network based student injury surveillance system and primary results in Jiangsu province,exploring the advantages and disadvantages of this system.Method From September2011,after a year of pilot study,altogether9monitoring areas carried out the surveillance.Monitoring included students'basic information,injury events and key events by the way of network reporting,annual ongoing.Monitoring evaluations were conducted in different periods.Results2011-2013two-year monitoring results showed:among9monitoring areas,455schools conducted network report(accounting for30.5%of the total number of monitoring schools).We collected10817student injuries,injury incidence was5.0%.The top three injuries were:fall,sharp injuries and blunt trauma,accounting for52.6%,23.8%,10.5%respectively.More than96.6%of cases were unintentional one and78.8%occurred in the school.Thetop three activities when injury occurred were entertainment(37.7%),physical activity(24.2%)and walking(17.9%).83.0%of the injured students were not absent,the average absence time was1.01days.Conclusion Jiangsu provincial student injury surveillance system showed the feasibility of establishing school-based network reporting system.We still need strong policy and more financial support,all of this process can provide experience to other areas as reference.
