关于构建“三位一体”农村新型合作体系的思考

Thought on Construction of Three-in-one New Rural Cooperative System

以构建农村"三位一体"新型合作体系为背景,结合对自贡市自流井区的调研座谈,发现农村基层党建弱化与农村社会治理矛盾突出并存;农业资金需求大、风险大与农业金融保险缺位;农业小生产与社会大市场对接困难等问题。解决这些问题需要构建新型农村合作体系。要以党委为中心去整体推进;借鉴日本农协经验,构建生产、供销、信用一体的农业合作体系;整合现有资源,重塑平台。

Based on construction of three-in-one new rural cooperative system,the survey and forum made in Ziliujing district of Zigong City finds problems that the the Party construction at the grass-roots level in rural areas is weak and contradiction of social governance in rural area is prominent,that the demand and risk for agricultural funds is large and agricultural financial insurance is absent,that it is difficult for small agricultural production and the big social market to joint.To solve these problems,it is necessary to construct a new rural cooperative system and promote it as a whole with the Party committee as the center.It is recommend that the experience of Japan agricultural cooperatives should be drawn on to construct agricultural cooperative system of production,sales,and credit and that the existing resources should be integrated and the platform be reshaped.
