贫困山区精准扶贫实践困境——基于湖南泸溪县三个村庄的调查

On the Practice Predicament of Accurate Poverty Alleviation in Poor Mountainous Areas——Based on the Investigation of Three Villages in Luxi County of Hunan Province

近年来,我国精准扶贫工作成果显著,但在实施过程中还存在扶贫欠精准,资金落实不到位等突出问题,精准识贫和因户施策是精准脱贫的关键。对湖南贫困山区泸溪县三个村庄进行实地调查,调查对象共计四十五户贫困户。主要以问卷访谈的调查方法对被扶贫户的贫困原因、帮扶实施效果以及贫困户对扶贫政策的反馈进行调查并记录。以调查所得数据、信息等资料为依据分析精准扶贫政策在贫困山区的实践困境和不足之处,进而发现问题并针对贫困山区精准扶贫提出对策与建议。

In recent years,remarkable achievements have been made in the work of accurate poverty alleviation in China,But in the process of implementation,there are still obvious problems in poverty alleviation like the lack of precision and inadequate implementation of funds.The key to eliminating poverty is to know exactly the poor and implement the targeted measures.The causes of poverty,implementation effect of aid and feedback of poor households on poverty alleviation policy were investigated and documented in the survey,which was mainly conducted by means of questionnairs and interviews and was based on field survey of three villages in Luxi county,Hunan,with a total of four five households.Based on the data and information obtained from the investigation,this paper analyzes the difficulties and shortcomings of the policy of poverty alleviation in the poor mountainous areas,finds solutions to the problems,and puts forward some countermeasures and suggestions for the poverty alleviation in the poor mountainous areas.
