美国对台湾新政策(2009～2016)之评析

摘要 奥巴马主政美国以来,根据国家利益的需求和内外环境的变化,灵活主动地调整对台湾的政策。对台湾新政策的体现:政治与"外交"领域,先低后高的演变态势,更加注重追求实质性好处与利益,有意淡化名分;经贸领域,更加凸现市场准入权和相互依赖性,有意减轻对台湾地区担负的经济责任;军事安全领域,更加强调以对台军售为核心和基轴的机动灵活性举措,提升美台实质性准盟国合作关系及互信度。其如意算盘是,在不根本超越中国中央政府处理台湾事务的政策红线的前提下,循序渐进地大力抬升台湾当局生存和发展的能力,力挺其拓展国际空间的做法,在台海事务上继续保持美国首位性的主导权和影响力。
