基于离差最大化-灰色关联度的工业企业知识产权管理研究

Research on Intellectual Property Management of Industrial Enterprises Based on Maximizing Deviation and Grey Correlation

[目的/意义]旨在为我国工业企业知识产权管理提供参考。[方法/过程]结合知识产权管理特点,构建包含开发、运营和保护3个维度,12个指标的工业企业知识产权管理评价指标体系。基于离差最大化-灰色关联度对2009—2015年我国工业企业知识产权管理整体发展水平进行评价,并对我国东部、中部、西部和东北地区知识产权管理发展情况对比分析。[结果/结论]我国工业企业知识产权管理整体水平呈上升趋势;东部地区知识产权管理水平较高,东北地区知识产权管理水平相对较低。并提出政府应建立多元化保障机制;企业应加强知识产权人才培养,构建知识产权管理评价体系等对策建议以提升管理水平。

The paper is to provide reference for intellectual property management of industrial enterprises in China.[Method/process]Considering characteristics of intellectual property management,the paper constructs an intellectual property evaluation index system for industrial enterprises,including3dimensions of development,operation and protection,and12indexes.It evaluates the overall development level of intellectual property management of industrial enterprises in China from2009to2015by Maximizing Deviation and Grey Correlation,and compares them with that in eastern,central,western and northeastern China.[Result/conclusion]The intellectual property management of industrial enterprises in China is on the rise,and the level in the eastern region is relatively higher,while the level in northeast China is relatively lower.Finally,the corresponding countermeasures are proposed to improve the overall development level of intellectual property management of industrial enterprises,such as government should establish diversified supporting mechanisms,while enterprises should enhancetalent cultivation,and construct evaluation system for intellectual property management.
