中国能源战略研究的经济地理学视角探讨

China′s energy strategy research:From the perspective of economic geography

能源战略在不同时间、空间尺度上的实施必将涉及空间决策和空间管理,需要空间差异、空间联系、利益协调等问题的研究作为理论支撑。能源革命的全面推进、能源互联网的建设对空间决策和科学管理提出更高要求,经济地理学可利用其独特的"立体思维模式",基于空间视角从顶层设计到项目实施全过程促使能源战略从政策的创新到有效落实,主要体现在:从时空探索和网络集成角度开展能源需求数量和质量、能源从哪里来和到哪里去、能源高效利用三大能源战略核心问题研究,全方位剖析能源利用的地区差异和联系,厘清能源从哪里来和到哪里去的完整线索;探寻多种能源技术的空间组合模式及效益,在空间层面科学分析能源产业链、建立能源空间生态系统研究范式;建立空间辅助决策系统,解决决策主体在多种约束条件下的空间选择,促成能源技术、能源产业、能源政策在空间上有效集成。

Energy strategy′s implementation at different space scales must involve the spatial decision and spatial management,which needs researching on spatial difference,spatial link and benefit coordination mechanism as theoretical support.This paper uses economic geography′s unique"three-dimensional mode of thinking"based on spatial analysis and spatial exploration to solve the three core issues of energy strategy:the quantity and quality of energy′s demand,energy′s where to come and go,efficient energy use.This relates to analyzing the regional difference and link in energy use comprehensively,clarifying the complete chain of energy′s where to come and go,exploring patterns and efficiency of multiple energy technologies′spatial combination,analyzing the energy industry chain in the spatial level to establish spatial ecosystem paradigm.Based on those rules above,we can build the spatial decision-making and managed system to solve the spatial selection and scientific management of decision-making body under multiple constraints,to promote the effective integration of energy technologies,energy industry and energy policy in the space.Finally we achieve the goal to optimize the allocation of resources and to promote energy policies′innovation and effective implementation from the top-level design to the full project process based on spatial perspective.
