生态补偿概念演进与相关理论综述

Concept Evolution and Theoretical Review of Eco-Compensation

随着我国资源环境问题日益突出,生态补偿日益成为国内各相关学科众多学者的研究热点。但由于生态产品的生产与使用的复杂性,生态补偿制度及法律与政策体系的建设还处于起步探索阶段。本文在综述生态补偿概念演进、生态补偿相关理论的基础上,结合新时代生态文明建设要求,对生态补偿概念提出了自己的观点,对建立生态补偿机制提出了一些建议,以期学术界进一步研究,促进人与自然和谐共生、推进绿色发展、建设美丽中国。

Eco-compensation becomes a hot topic among the scholars and experts in many related disciplines nowadays,resulted from finding means to deal with the ever-increasing problems in resources and environment.Anyhow,there is still no clear definition of the subject as to eco-compensation till now because of the complexity of the production and use of the eco-produce.And the eco-compensation mechanism as well as related laws and policies is still on the way in exploration.The paper,on the basis of review on eco-compensation concept evolution and theories thereof and guided by the eco-civilization construction requirements in new era,offers some viewpoints on eco-compensation concept and recommendations on setting-up of compensation mechanism as well in anticipation for further studies in this field by learners and experts in order to promote harmonious co-existence between human and nature and green development to build up a“Wild China”.
