高校智库建设的兴起、问题与逻辑回归

伴随公共决策科学化、民主化以及国家治理能力现代化发展的需要,全国范围内掀起了高校智库建设的热潮。无论是全国性的"双一流"高校还是区域性的地方高校,其建设智库的目的都是为了寻求一定的符合自身政治、经济和知识权益的好处。当下人们对高校智库建设"虚热"的担忧揭示了目前存在的问题,具体包括建设过程中隐藏的泛化之风、对智库功能认识不足、指导理念和价值观相互冲突等。为了有效解决高校智库建设中出现的问题,充分发挥高校智库的社会功能,需要我们重新审视高校智库建设的价值取向,寻找高校智库建设的"初心",回归高校智库建设的逻辑起点。

With the need of scientific and democratization of public decision-making and the modernization of national governance ability,a boom in the construction of think tanks in colleges and universities has been set off across the country.Whether it is a national"Double First-Class"university or a regional local university,the purpose of building a think tank is to seek certain benefits that accord with its own political,economic and intellectual rights.At present,people's concern about the university think tank reveals the existing problems,including the generalization trend hidden in the construction process,lack of understanding of the function of think tanks,guiding concepts and values are contradictory and so on.In order to effectively solve the problems occurred in the construction of college think tanks and give full play to the social functions of the college think tanks,we need to re-examine the value orientation of the construction of college think tanks,look for the"initial mind"for the construction of college think tanks,and return to the logical starting point for the construction of college think tanks.
