高职院校参与“一带一路”倡议的风险及调控策略

The Risk and Risk Controlling of Higher Vocational Colleges Participating “the Belt and Road” Initiative

"一带一路"倡议提供了中国高职教育走向世界的战略新窗口。基于内外部诉求,高职院校积极参与"一带一路"建设,并形成了平台建设、国际化办学及留学生教育等多元参与模式。与此同时,高职院校参与倡议的办学面临着环境复杂导致的合作困境、认识误区导致的战略偏向、标准缺失导致的质量风险及机制缺位导致的"走出去"办学风险等问题。为抓住倡议为高职院校创新发展带来的战略机遇,规避可能存在的风险,高职院校参与"一带一路"建设应在完善政策安排、推进分类管理、加强人才培养质量建设及创新办学活动模式等方面进行有针对性的改革。

The Belt and Road Initiative(BRI)provides a new way to be learnt all over the world for the higher vocation in Chi-na.Based on demands of the enterprise and the polytechnic,the polytechnic participating BRI positively,and their initiatives include building plat form of participating BRI,international running the school and international student education.At the same time,the initiative of polytechnic participating BRI faces a lot of risks,such as cooperating risk from complex environ-ment,strategy risk from misunderstanding,quality risk from the lack of standard and running risk from the lack of mechanism.In order to use the opportunity of the BRI and prevent risks,some reform for promoting polytechnic participating BRI should be taken,such as perfect policy arrangement,classifying management,improving quality of cultivating talent and innovating run-ning mode and so on.
