“双支柱”调控框架下外汇政策宏观审慎化探索

The Exploration on Macro-prudential Foreign Exchange Policy under the “Dual-pillar” Regulatory Framework

十九大报告提出的健全货币政策和宏观审慎政策双支柱调控框架为我国宏观金融调控工作指明了方向,提出了要求。本文在坚持服务实体经济、防控金融风险、深化金融改革的原则下,提出外汇政策迫切需要在双支柱框架下准确定位改革完善的发力点和着力点,从目标、对象和工具不同层面积极开展宏观审慎化探索并给出初步建议。

The construction of a dual-pillar regulatory framework of China’s monetary policy and macro-prudential policy proposed in the report of19th National Congress of the Communist Party of China has pointed out the direction of China’s macro financial adjustment and control and raised the requirements.Under the principle of insisting on serving the real economy and reform and opening up,and being on guard against risks,the paper puts forward that it is urgent to position the foreign exchange policy under the dual-pillar framework,makes a macro-prudential exploration from different levels such as the target,object and tools and gives some initial suggestions.
