摘要
三角洲城市是一个综合、复杂的人工—自然系统。基于传统工程调控理念下的集中式排洪模式忽略了城市结构与地形条件的制约,在处理三角洲城市雨洪问题时会产生若干问题。该文回顾了2008新奥尔良"Dutch Dialogue"工作坊,提出其核心亮点在于突破传统理念的束缚,由雨洪规划为调控手段实现城市结构、地形与排水设施的协同,利用新的城市蓝绿发展网络以及新的雨洪管理分区作为城市发展的基本骨架,为三角洲城市解决雨洪问题提供了新的视角。
Delta city is a comprehensive and complex artificial-natural system.In the past,the centralized drainage system that was based on the traditional controlling concept neglected the constraints from the contradiction between urban structure and terrain conditions,which caused several issues in dealing with the rainwater in delta cities.In this paper we overview the 2008 New Orleans"Dutch dialogue"workshop,and state that the core innovation of the workshop was to shift from traditional idea to integral systematic approach of combining urban,terrain and drainage system.During the process,a new spatial framework based on new model of flood management districts was formed.This workshop provided a new perspective in solving rainwater issues and could be used as a valuable reference in most of delta cities.
