务实科学的法律规范体系与立法效果评估是完善法治体系的关键环节。在2015年法治发展综合评估的基础上,持续围绕完备性、科学性、民主性和受监督性四大指标构建立法评估指标体系,精心设计并修正针对社会公众、法学专家、法律执业者的调查问卷,借助随机抽样和立意调查两种实证研究方法,在全面考察我国法律规范体系的实际状况及其年度差异的基础上,深入分析得出具有可信赖度的评估结果,将为完善以宪法为核心的新时代中国特色社会主义法律体系提供助力。

A pragmatic and scientific assessment of the legal normative system and the legislative effect is the key to the improvement of the rule-of-law system. On the basis of a general assessment of the 2015 rule-of-law development, the authors of the paper have established a legislative appraisal system around the indicators of whether legislations are complete, scientific, democratic, and supervised; they have also carefully designed questionnaires targeted at the general public, legal experts, and legal practitioners. Using empirical methods of random sampling and purposeful investigation, the paper has made a comprehensive analysis of the situation of China's legal normative system and its yearly differences and achieved an reliable result, which is hopefully contributive to the improvement of the new era's socialist system of laws with Chinese characters that takes the Constitution as the core.
