本文分析了高校编制外科研用工产生的原因、现状以及在日常管理中存在的问题,分析了处理好高校科研事业的快速发展与编制外科研用工管理的关系,提出了解决问题的办法,防范和降低编制外科研用工的风险,使编制外科研用工更加科学化、规范化,以保障编制外科研用工群体的利益,降低个人和单位承担的风险,促进高校科研事业的稳步发展。

This paper analyzes the prepare the external cause of scientific research workers in colleges and universities,the status quo and the problems in the daily management,analyzes the deal with the rapid development of the cause of university's scientific research and formulation of the relationship between the scientific research project management,put forward the solution to the problem,to prevent and reduce the risk of the preparation of scientific research workers outside,makes the establishment of scientific research project more scientific,standardized,in order to protect the interests of the preparation of scientific research workers outside the group and reduce the risk of individuals and units to undertake,promote the steady development of the cause of university's scientific research.
