构建中国与拉美命运共同体路径思考

Approaches to Building the China-Latin America Community with a Shared Future

随着拉美在中国外交战略中地位的提高,中国为拉美提供公共产品的能力日益提升,拉美国家希望与中国加强经贸合作的愿望在上升,与美国的关系正在发生微妙的变化,中拉合作的领域不断拓宽,构建中拉命运共同体面临前所未有的机遇。但中拉命运共同体的构建也面临挑战,中拉双方的相互了解有待加深,拉美的"国家风险"不容低估,拉美国家对中国经贸政策有新的期待,对推动中拉战略合作缺乏长远考虑,美国对中拉关系的发展心存芥蒂。为了使构建中拉命运共同体的倡议取得早期收获,中国应尽快实现中拉经贸关系的多元化,进一步加大在拉美投资的力度,加强双方在全球治理中的合作,正确处理中拉整体合作与双边合作的关系,加强对拉美的公共外交和人文交流。

With the increasing capability of China to provide public goods to Latin America andthe rising status of Latin America in China's grand diplomatic design, Latin American countries have a stronger intention to broaden and deepen cooperation with China, and their relations with the United States are undergoing subtle changes. The building of China-Latin America Community with a Shared Future is faced with unprecedented opportunities, but challenges remain in the process. The two sides have yet to deepen their mutual understanding; the "state risk" of some Latin American countries should not be underestimated; the calls from Latin American countries for China to diversify the economic and trade relations are getting stronger; long-term strategic considerations are largely absent in Latin America's promotion of relations with China; and the United States remains wary of the development of China-Latin America relations. In order to earn early harvest in the building of China-Latin America Community with a Shared Future, China should make immediate efforts to diversify its economic and trade relations with Latin America, further increase investment in the region, enhance cooperation in global governance, balance overall cooperation with bilateral cooperative relations, and promote public diplomacy and people-to-people exchanges.
