对社会办独立血液透析中心生存环境的分析

Policy and administrative environments of private independent hemodialysis centers in China

从几年前多地开展独立血液透析中心的试点工作到2016年底国家卫生和计划生育委员会67号文件的正式出台,各类社会资本开始进入血液透析领域,不同规模的血液透析中心也开始在全国各地开办。虽然有了开放的政策环境,但通过对W县的某一社会办独立血液透析中心的现场调研发现,由于一系列实施细则的缺位或滞后,社会办血液透析中心在开设和运营过程中仍然困难重重、步履维艰。为了推动血液透析中心规范有序发展,卫生行政部门需要在加强自身技术监管和质量控制能力的同时,积极与政府其他部门沟通交流,以提高政务服务效率。

Since the initiation of pilot programs of establishing private hemodialysis centers in many areas in China over the past several years and the official release of the National Health and Family Planning Commission Document No.67in2016,social capital of different sources has been invested in the area of hemodialysis,and hemodialysis centers of varied scales have been established nationwide.Despite a relatively open policy environment,a field survey in a private independent hemodialysis center in W county has shown that these centers are still facing many challenges and difficulties during their establishment and operation due to the lack and insufficiency of a series of specific implementation rules.To promote the standardized and orderly development of hemodialysis centers,health authorities should enhance their capabilities at technical supervision and quality monitoring,and actively communicate with other related government departments so as to improve the efficiency of government services
