浅谈小型水电站大坝安全运行管理存在问题及解决对策

小型水电站广泛分布在全国1 700多个县,全国已建成小水电站47 000多座,在社会经济发展、农民脱贫致富、节能减排和应急救灾等方面发挥了重要作用。但近年来,在小水电快速发展和体制转轨过程中,不可避免会出现一些管理方面的问题,造成一些小水电站存在严重安全隐患,事故时有发生,危及人民群众的生命和财产安全。通过总结小水电大坝安全管理存在的一些问题,提出了解决对策,对指导小型水电站大坝安全管理具有重要的意义。

Small hydropower stations are widely distributed in more than1700counties in China,and the number is larger than47000in total,which plays an important role in social and economic development,poverty elimination,energy saving,emergency relief and other aspects.In recent years,with the rapid development of small hydropower stations and institutional transition,some management problems occur,resulting in a number of serious safety risks,even accidents which endangers the lives and property of people.The paper summarizes some existing problems in safety management of projects and puts forward some countermeasures,which is of great meaning for guidance.
