贫困地区返乡创业试点区县政府线上双创信息服务调查研究

Investigation on Online Entrepreneurship Information Service of Government of Entrepreneurship Pilots in Poor Areas

在全面脱贫和鼓励双创的宏观政策背景下,通过对贫困地区政府网站信息服务现状的梳理,有助于从整体上把握现阶段贫困地区返乡创业的政府信息服务现状,为提升精准服务对策构建提供实证基础。文章采用普遍调查的方法,选取了入选第一批、第二批返乡创业试点的国家级贫困区县政府网站作为调研入口,主要从其政府门户网站、链接的相关网站和链接的政务社交媒体的双创信息提供情况等方面进行数据采集并开展分析。置于返乡创业信息服务体系加以考察,现有县政府门户网站至少在其双创信息供给者角色方面存在制度性缺位或不到位;这种现状进而构成当前返乡创业信息服务体系的短板,致使在公共信息供给方面丧失结构性保障,存在进一步加剧双创领域的信息不平等风险。最后在政府信息服务的信息内容供给、更新频率、传播途径等方面提出了制度性对策和建议。

Under the background of holistic poverty alleviation and encouraging entrepreneurship and innovation,it is of both practical significance and theoretical value to analyze the current situation of government information service in poor areas and grasp the status quo of rural entrepreneurship information service in poor areas from a holistic perspective and to provide evidence for enhancing the construction of targeted service countermeasures fundamentals.Using the method of general survey,the author chose the county government websites and relevant government social media which were selected into the first and second batch of pilot projects of rural entrepreneurship as the research objects,and the data collection and analysis has been mainly conducted from the information provided by the government portal website,related websites and linked government social media.It was found that these websites did not work as they were expected.Countermeasures have been made to entrepreneurship and innovation information provision to update frequency and ways for spreading.
