城市管理中的共享单车运行困境及其协同机制建立

Discussion on the Dilemma of Shared Bicycle Operation and the Establishment of Cooperative Mechanism in Urban Management

共享单车作为一项新兴产业,给人们的生活带来极大便利的同时也给城市管理出了一道新难题。文章发现,共享单车企业之间过度竞争以及后期管理不善、公民诚信缺失、相关法律规制不足、政府监管缺位是造成城市管理中的共享单车运行困境的原因。在此基础上提出相应通过提高政府执法力度、强化企业管理意识、推动诚信体系构建等方法建立政府—企业—个人三方协同运行机制,充分发挥政府、企业以及个人的力量,以解决共享单车遭遇的城市管理困境等对策建议。

As an emerging industry,shared bicycle brings great convenience to people's lives,and it has also given the city management a difficult problem.The paper found that the problems of the shared bicycle running in the city management,such as excessive competition among the shared-cycling enterprises,lack of integrity of citizens,relevant laws and regulations,government regulation and other problems,whichare the reasons for the operation dilemma of shared bicycles in urban management.And in view of these problems,the paper puts forward thatwe can improve the government law enforcement,strengthen the consciousness of enterprise management,promote the construction of credit system to establish a cooperative operation mechanism of government-enterprise-individual,and so on to give full play to the role of government,enterprises and individuals.
