摘要
"十二五"以来,保障房已经大量建设并投入使用。2017年南京市政府发布《南京市住房保障"十三五"规划》进一步明确要解决好后期物业管理、社区管理、功能配套的商业化运营等问题,以实现改善民生、促进和谐的目的。本文对保障房社区商业管理问题进行了系统的基础研究,对其管理的现状和重点进行了系统调查。明确了南京市保障房社区商业管理的基本特点和现实问题。并借鉴全寿命期管理理论,将错综复杂的现实问题按照管理阶段予以归纳,以保证问题解决的逻辑性和操作性,构建出了符合南京市保障房管理实际的社区商业整体管理策略。
Since the12th Five-Year Plan,a large number of affordable housing have been constructed and put into use.In2017,the Nanjing Municipal Government issued the"Thirteenth Five-Year Plan for Housing Security in Nanjing"to further clarify the issues of property management,community management and commercial operation of supporting facilities in the latter period so as to achieve the goal of improving people's livelihood and promoting harmony.This paper conducts a systematic basic research on the commercial management of affordable housing community and conducts a systematic investigation of its management status and priorities.The basic characteristics and realistic problems of Nanjing commercial housing community management were clarified.And draws lessons from the life-cycle management theory,summarizes the complicated real problems according to the management stage,in order to ensure the logic and operability of the problem solving,and builds the overall community business management strategy in line with the actual management of social housing in Nanjing.
